Lakeway’s Government

Lakeway is run by a Mayor (currently Tom Kilgore) and Council (6 members).  Council seats are currently held by Mayor Pro Tem Louis Mastrangelo, Gretchen Vance, Kelly Brynteson, Jennifer Szimanski, Kent O’Brien and Chris Forton.  These officials are elected but serve without pay.  Municipal elections are non-partisan.  Council usually meets once or twice a month, on the FIRST Monday (this meeting is only held as needed) and on the THIRD Monday (the regular meeting), at 6:30pm, at City Hall.  Residents may attend in person or watch online.  Citizen’s Participation is allowed (as required by law), which amounts to 3 minutes at the podium.  This page has info on current officials, with their EMAIL ADDRESSES– https://www.lakeway-tx.gov/100/Mayor-City-Council

This page has all the past officials, which is handy for seeing who was running things when this or that heinous thing happened—https://www.lakeway-tx.gov/571/History-of-City-Government

In addition, there are numerous committees (unpaid positions, but these are appointed by the Mayor and in a couple cases by Council members).  Most committees meet monthly at City Hall.  Citizen’s Participation is usually allowed (as required by law); this amounts to 3 minutes at the podium.  This page has links to all the committees– https://www.lakeway-tx.gov/178/City-Boards-Commissions

Paid staff members include City Manager Joseph Molis, Building and Development Services Director Erin Carr, City Secretary Jo Ann Touchstone, Parks and Recreation Director Andra Bennett, Communications Director Jarrod Wise, Finance Director Aaron Daigle, and many more.  This page has departmental info–https://www.lakeway-tx.gov/175/Departments

The city’s calendar shows Council and Committee meetings, special events and more–https://www.lakeway-tx.gov/Calendar.aspx

Meeting Agendas for Council and Committee meetings, Meeting Packets (detailed info on the agenda items for Council, ZAPCO and some other meetings), plus Minutes of all past Council and Committee meetings are available here—https://www.lakeway-tx.gov/archive.aspx

The Agenda must be posted 72 hours prior to meetings. Mayor Kilgore instituted a very welcome new policy of posting it up to a full week in advance; check for Addendum posted later.

Council meetings, ZAPCO (Zoning and Planning) meetings, and some special events are video recorded. Residents not able to attend can watch live online, or view meetings at a later time, if more convenient.  This also allows review of confusing or complex portions of meetings, as well as research of past topics.  Here is the link for the videos— https://www.lakeway-tx.gov/1062/Meeting-Videos—Council-ZAPCO

Committee meetings (aside from ZAPCO) are audio recorded only; getting access to those audios requires filing an Open Records Request. (Act fast–recordings are deleted 90 days after meeting Minutes are approved.)  Of course, an Open Records Request can also be filed for all manner of other things, including Campaign Finance Reports disclosing donations in municipal elections.  Here is the link to do that—https://www.lakeway-tx.gov/495/Public-Information-Act-Request

Notices are emailed to residents who sign up.  Lakeway sends out a variety of material online, from a monthly newsletter to emergency alerts.  You can also opt to get notices of upcoming meetings and of calendar changes, both helpful in keeping up with city matters.  Go here, enter your email address, and check the items you want to receive– https://www.lakeway-tx.gov/list.aspx

Finally, Lakeway’s Charter (controlling the basics, much like our nation’s Constitution) and all our ordinances (the laws for everything from animal control to building code to traffic violations) are here—https://www.lakeway-tx.gov/108/City-Charter-Code-of-Ordinances
